Noncommunicable diseases (NCDs) are among the largest health emergencies nowadays. Although a large proportion of NCDs can be prevented effectively via good life habits, these remain ubiquitous and one main reason is people’s self‐control problem caused by time‐inconsistent, present‐biased preferences. In this situation, we wonder whether a “long‐term” conditional cash transfer (CCT) program, which is known to be effective in shaping people’s behaviors but expensive, can be a viable solution. We establish a model which can be fine‐tuned by many parameters, and show that our results are robust in a wide range of parameters. We identify the optimal CCT scheme which helps people achieve their long‐term plan while generating the lowest cash flow. Our results suggest interesting managerial insights like that the amount of necessary financial incentives can depend on people’s age, and that the government’s optimal CCT scheme does not depend on the level of people’s naivete. Also, it is profitable for companies to hold such a program and sell enrollment to customers as self‐commitment devices. However, companies may exploit customers’ naivete to maximize their profit while hurting social welfare. We also examine situations that people’s behaviors can only be monitored indirectly through inaccurate signals and that people are heterogeneous in how present‐biased they are.

工業工程(Industrial Engineering/IE)是一門結合工程、管理與設計的整合型專業，也因此IE工程師是典型的跨域斜槓人才。本演講將從各種管理思維出發，以IE的精神與價值為經，IE從傳統產業到智慧科技、人機互動時代的角色為緯，介紹IE工程師的養成與修練。 本演講內容著重科普化的概念啟發，非艱深理論的推導，希望讓非IE背景學生初步了解IE工程師的實務養成，以協助評估是否融入IE為自己的跨域專長；對於IE本科學生，則希望能提供見樹又見林的觀點，以協助了解所修課程的目的與價值。 Industrial Engineering (IE) is interdisciplinary in essence, integrating knowledge across from engineering, management and design. An industrial engineer is thus a typical multitask slashie accordingly. The speech will address the making of an industrial engineer by beginning with a short introduction to classical management theories with an emphasis on the values of IE. The prelude will be followed by further discussing the role of IE in traditional industry in the past and in the intelligent/human-centered industry ahead.

講    題：汽車召回案件的根本原因分類與失效模式分析(Classification Scheme for Root Cause and Failure Modes and Effects Analysis (FMEA) of Passenger Vehicle Recalls)

演講摘要：

這項研究共分析了美國國家公路交通安全管理局報告中的345件汽車召回事件。運用根本原因來分析每個召回事件以得出召回的根本原因，即瑕疵類型。發展分類模式來為瑕疵零組件和瑕疵類型做出更好的分類。瑕疵類型可分為製造瑕疵、設計瑕疵和標示錯誤。每個分類都可以擴展為較小的子類別和項目。在根本原因分析之後，應用功能方塊圖以及故障模式影響分析（FMEA）將瑕疵召回案例轉換為FMEA表格陳述。運用Cramer V和 Phi 係數分析來確認瑕疵零組件與瑕疵類型間的顯著關係，以預防未來再次發生召回並改善車輛品質。 本研究顯示，搭配運用根本原因和FMEA可找出有效降低車輛安全召回的方案，並且這種分析模式可被推廣到其他產品或製造過程。

德國於2012年的漢諾威工業展發表了「工業4.0」的觀念與案例後，全球工業的發展開始走向了下一個世代的紀元。工業，是一個必需靠長期發展與累積方能有所成的產業；而工業發達的國家，在民族性上，都具有實事求是、刻苦耐勞的特性。德國是一例，日本是一例，台灣亦是一例。 德國，在工業結構上，與工業文化上，與台灣有著很多的相似之處。德國與台灣都是以高科技事業及中小企業為主體的經濟體系。在工業4.0的未來路上，台灣應如何在既有的工業基礎上思考工業4.0 ，應如何瞭解工業4.0 ，以及如何以工業4.0創造下一代的幸福，是值得我們共同探討的課題。
